History of Universitas Internasional Batam in Applying Internal Quality Assurance System

In 2009, Universitas Internasional Batam (UIB) obtained the Institution Competition Grant Program (Program Hibah Kompetisi Intitusi / PHK-I) 2009-2011 from the Directorate General of Higher Education, Ministry of National Education. UIB proposed Theme A, which called Institutional Capacity Building in 2009. From the grant, Policy Study was done in order to restructuring the Quality Assurance Center (QA Center), structuring the Job Description and scope of QA Center, making a list of documents needed in the implementation of internal quality assurance such as UIB Policy and Quality Goals, Quality Manual, and Guidelines on the Implementation of Quality Culture. QA Center establishes a Quality Policy which stated “by implementing international quality standards in the whole process and activities, UIB is committed to produce competent and competitive graduates with quality hardskill, softskill, and leadership and entrepreneurial skills”. In addition, QA Center also formulated the Quality Standards which was outlined from the Quality Policy that are strategic, specific, measurable, realistic, and achievable in a certain period of time. QA Center also makes a number of quality documents, including Standard Operating Procedures (SOP) on academic fields. In designing the SOP, QA Center refers ti ISO 9001:2008. The types of quality documents used in organizing activities at Universitas Internasional Batam based on ISO 9001:2008 Quality Management System are: Quality Manual, Quality Procedure, Work Instruction, and Forms which came into force in 2009.

Based on the Strategic Plan (Rencana Strategis / Renstra) of Universitas Internasional Batam in the period of 2011-2015, UIB’s Internal Quality Assurance System applied PDCA (Plan, Do, Check, Action) method with academic activities as the scope, which includes Tridharma Perguruan Tinggi. With the enactment of the Regulation of Ministry of Education and Culture No. 50 of 2014 on Higher Education Quality Assurance System which was amended by the Regulation of Ministry of Research, Technology and Higher Education No. 62 of 2016 on Higher Education Quality Assurance System, and also with the issuance of UIB’s Strategic Plan of 2016-2020, the management of UIB’s Internal Quality Assurance System applied the PPEPP Method (Standard Setting, Implementation of Standards, Implementation Evaluation, Standard Control, Improvement of Standard) to produce kaizen or continuous quality improvement. The scope of UIB’s Internal Quality Assurance System includes academic activities (Tridharma Perguruan Tinggi) which are monitored and evaluated by QA Center. While non-academic activities are monitored and evaluated by Internal Control System (Sistem Pengawasan Internal / SPI). The implementation of UIB’s Internal Quality Assurance System starts from university level by QA Center and SPI, while Faculty, Study Programs and Bureaus/Units are carried out by Quality Assurance Supervisor (QAS).

 

Documents of Internal Quality Assurance System

In 2016, UIB’s Internal Quality Assurance System has its own documents, such as Policy Books, Manuals, Standards and Forms. UIB’s Internal Quality Assurance System’s standard consists of 24 standards which refer to National Standards of Higher Education (SN Dikti) such as Education, Research, and Community Service’s Standards. It also refers to UIB’s 19

internal standards. After going through one cycle of Internal Quality Assurance System management, QA Center made changes to Internal Quality Assurance System’s documents and increased the standard, which made the Internal Quality Assurance System’s documents consist of 24 standards which refer to National Standards of Higher Education (SN Dikti) by integrating UIB’s standards outside/above SN Dikti standards. In addition, there are 6 standards of UIB such as Standard of Identity; Standard of Vision-Mission; Standard of Cooperation; Standard of Ethics; Standard of Security, Order, Safety, Comfort, and Concern for the Environment; and Standard of Information System.
